I got troubles with translation file (originally in UTF-8) when JIRA runs
on a UTF-8 server.
Rendering in web page (IE 8 on latin1 Windows) was wrong either with UTF-8
or latin1 charset for properties file.

As I have not found a proper explanation why it fails, I have decided to
use HTML entities.

Here is the resulting translation file.
