Thank you for sharing the concept note. I have reviewed the document and I have found it to be well structured simple, understandable and comprehensive. The application  of data analytics is vital to enhance the accuracy of policies and interventions and also to understand the impact of campaigns . How ever inclusion of case examples at state level will demonstrate its relevance and enhance its  acceptance.

At the same time, the tone and style of the note now lean more towards an academic or research-oriented paper rather than a short concept note meant for decision-makers. This is not necessarily a problem, but the final use of the document may determine whether a simpler summary section is needed.

2. Structure and Clarity

The flow of the document has improved, and the sections are well arranged. However, the level of detail has increased so much that the opening part of the document may feel heavy for non-technical readers. If the note is expected to be read by government officials or administrative teams, it may help to add a one-page overview at the beginning that explains the project in plain language before the technical details begin.

3. Methodology Section

This is the strongest part of the revised note. The addition of formulas, modeling techniques, evaluation metrics, and spatial analysis gives the project a solid scientific foundation.

A few suggestions:

  • Some of the mathematical explanations could be placed in an annexure to maintain readability.

  • It may be helpful to briefly explain the practical purpose of each method. For example, how Moran’s I helps decision-makers identify clusters, or how Difference-in-Differences can show campaign impact.

  • The use of PCA and weighting for the Composite Performance Index could be clarified, especially whether the weights will be campaign-specific or standard across all indicators.

4. Data Sources and Reproducibility

The expanded list of data sources is a welcome addition. Inclusion of HMIS, RCH and Census datasets makes the note more complete.

A few points that may need clarification:

  • How data quality issues across states will be handled.

  • Whether any ethical or institutional approvals will be needed for use of state-level datasets.

  • What level of anonymization will be applied before data is shared on GitHub.

The idea of maintaining a repository for transparency is excellent, and it will be appreciated by researchers.

5. Expected Outputs

The new outputs give a fuller picture of what the project will deliver. The addition of dashboards, policy briefs, audio-visual materials, and a GitHub repository shows a shift toward wider dissemination, which is very useful.

A minor suggestion: It may help to identify which outputs are essential and which are optional, depending on time and resources.

6. Scope and Feasibility

The scope has expanded significantly, especially with the introduction of mathematical modeling, forecasting and spatial diagnostics. While this strengthens the note, it may also increase the workload. A short paragraph explaining the feasibility of completing all components within the suggested timeline would help manage expectations.

7. Tone and Target Audience

The revised version is technically much more advanced, but the tone is now more aligned with research institutions and academic reviewers. If the intended audience includes government departments, funding agencies or programme managers, you may want to prepare a short companion brief that summarises the key points in simpler language.

Summary of Suggestions

  1. Add a short, non-technical summary at the beginning.

  2. Consider shifting detailed formulas to an annexure.

  3. Clarify data permissions, ethics and approval requirements.

  4. Briefly explain why each analytical method is useful for policy.

  5. Provide a short note on feasibility and timelines.

  6. Prepare a simplified version for non-technical stakeholders if required.

In its current structure, attaching the declaration form to every individual recommendation risks creating unnecessary repetition in most cases. It would be preferable to simplify this process. My view is that we should treat the declaration as part of a statutory policy aligned with the Health Mission. At the time of joining, individuals may affirm their continual adherence to the AI Policy which eliminates the need for separate declarations on each occasion. As a BAMS graduate, I believe I would require additional time to understand and execute the technical components effectively. Considering the depth of the analysis, the expected duration of 1–1.5 months may not be sufficient for me, and I feel the project might require more than 2 months to complete with accuracy.

I would be grateful if this could be considered, and if guidance or mentorship could be provided during the analytical phases.
