VOTE: Release JHipster 8.6.0

Hi everyone!

I propose that we release JHipster 8.6.0 based on the code that is currently in the main branch. The primary reasons are for Spring Boot 3.3.1, Angular 18, blueprint improvements, and Java 22 support. I plan to do the release on Monday morning.

Please vote in the next 72 hours to approve this release.
