Next generator-jhipster major version.

Hi team.

I propose that the next generator-jhipster (v8.11.0) version to be the last v8 release.

Main motivation:

Node 18 EOL on April 30

Additional motivations and info can be found at https://github.com/jhipster/generator-jhipster/issues/28631.

Since this is major version.

We should discuss React status.

I propose that React frontend, due to reactstrap maintenance issue, should be migrated to react-bootstrap and react-jhipster should be dropped since it’s based on reactstrap.
