Version 1.0.0.Final of jgroups-raft has been released

Quick FYI, the major changes are:

* A leader steps down when it realizes it can't get a majority (based on
the view): https://github.com/belaban/jgroups-raft/issues/17
* Prevented quick fluctuations between candidates and followers when
there's no leader yet (https://github.com/belaban/jgroups-raft/issues/81)
* More legible names (https://github.com/belaban/jgroups-raft/issues/82)
* Upgraded to JGroups 5.1.2.Final
(https://github.com/belaban/jgroups-raft/issues/83). The old version is
branched under 0.5
