internatialization via gettext

Dear Colleagues,

I managed to add some basic tools and initial changes to rewrite the internationalization part to use gettext:

These are the relevant changes:

Now 276 of the 500+ localized texts have been automatically registered. We are working on collecting all texts to be localized. Stay tuned.
