Rabbinic view of translation from Hebrew to other Oriental languages

Dear scholars,

I am looking for studies about the view of rabbis in early medieval era regarding the translation of the Scripture from Hebrew into other Oriental languages, mainly Persian and Arabic. Your suggestions are highly appreciated.

I am looking for information about Rav Reuven Landau, a rabbi in Podu Turcului (Romania) for 40 years prior to 
Rabbi Yehoshua Naftalison (1916-1996) who was a Rav there and in Bucharest, and anything Jewish life in that village prior to 1907.
