About a Yehudah ha-Levi poem

Can anybody tell me which are the "nedaray we-esaray" Yehudah ha-Levi talks about at his famous poema "My heart is in the East..."?

        He is referring to "Kol Nidrei WeIsarei" ["all vows and bonds of abstinence"] that is said on the eve of Yom Kippur. It refers to vows and bonds that ordinarily would have barred one from joining in prayer. In Spain it took on a renewed meaning in nullifying forced vows of obedience to the Church in order to allow Anusim to take part in the prayer for Yom Kippur.

Also, I read in Gabriel Levin's translation, Poems from the Diwan, a reference to Num. 30: 5 (about the vows taken by a daughter in her father's house.)
