malbushim מלבושים

Recently I viewed the film Defiance. In it the term "malbushim"  מלבושים was used as a term of derision.

I know that it means clothes or suit of clothes in both Hebrew and Judaeo-German. I am not quite sure why it is a term of derision. Is it because people who wore suits look down on laborers and farmer who did not wear suits like the Bielsky brothers?

It could be that the 'clothes' are in the sense of a 'stuffed shirt'.
 Or  that you have a simple person who wants to be thought of as important by wearing fine garb. So you have someone who looks important, but really has no content
