Salary: £25,596 per annum + housing
Oxfam is an international confederation of 17 organizations networked together
in more than 90 countries, as part of a global movement for change, to
build a future free from the injustice of poverty. Our Secretariat is based
in Oxford, with advocacy and campaigns offices in Washington DC, New York,
Brussels, Geneva, Brasilia and a liaison office with the Africa Union in
Addis Ababa.
According to recent Africa Development Bank figures, between $50-60 billion
of Africa’s money is lost each year through illicit financial outflows.
The worst hit countries are those in extractives industries, especially
oil, gas and mining. With new mineral discoveries amounting to $11 billion
across the continent, there is a worrying potential for the continued haemorrhaging
of Africa’s resources. Africa is now at a point where the extractive industries
should be open to more scrutiny and how well African countries manage their
natural resources over the next decades is the single most important factor
that will determine whether or not the continent manages to sustain its
fragile economic recovery. This post will be part of the OI Secretariat
Advocacy and Campaigns team and will be based within a dynamic and committed
team of Oxfam International’s Liaison Office with the African Union in
Addis Ababa, Ethiopia.
The successful applicant will
- Play a leading role in the development and implementation
of policy advocacy strategies on extractive industries
- Manage the execution of advocacy oriented-research related
to extractive industries’ transparency
- Liaise with the African Union and the Regional Economic
Communities to support the implementation of the African Mining Vision
and further initiatives on natural resources management in Africa
- Conduct or assist in the implementation of trainings for
civil society organizations in resource-rich countries so they are prepared
to understand and use this information and monitor company compliance.
- Monitor and influence global programs designed to increase
extractive industries transparency as it relates to Africa.
- Support the monitoring and execution of projects and support
fundraising efforts.
- Monitor and analyse events in the extractive industry
field in different countries and assess their impacts
- Support Oxfam country programs through strategic advice,
information sharing, technical support, and joint strategy formulation.
- Coordinate closely with Oxfam affiliates in African countries
in the design and implementation of continental strategies to increase
extractive industry transparency, with a primary focus on oil, gas and
mining
And will have
- Experience of implementing organizational strategy
- Experience on mineral resources/extractive industries related issues
- Experience on research, advocacy and campaign
- Knowledge of regional/multilateral institutions in Africa
- Experience of developing and managing budgets
- Good project management skills
- Strong analytical skills
- Ability to liaise with a wide range of people, both internally and externally
and at many levels, with credibility, tact and diplomacy
- Ability to think and work in a multi-disciplinary way and in a multi-cultural
environment
Fluency in English required and competence in French is
desirable.
