In Hebrews 1:1, the unipersonal "God" who spoke through the prophets is Jehovah, the God of Abraham, Isaac and Jacob. -- Genesis 24:7; Exodus 3:14,15; 4:30; 6:2,10,12,13,28,29; 7:8; 14:1; 30:11,17,22; 31:1,12; Leviticus 10:12; 11:1; 13:1; Joshua 1:1; 4:1; Judges 6:8; 1 Samuel 3:4,6,11,21; 8:7,22;  2 Samuel 24:11; 1 Kings 14:18; 16:7; etc

The One speaking in Hebrews 1:10, is the unipersonal Jehovah of Hebrews 1:1, who is speaking to this son, as shown in Hebrews 1:8. Thus, in Psalm 102:25-27 it is Jehovah who is speaking to His Messiah. The Messiah of Jehovah is not Jehovah Himself, otherwise Jehovah anointed Himself as his own anointed one and sent Himself as his own anointed one. — Psalm 2:26; 45:7; Isaiah 61:1; Ezekiel 34:23,24; John 10:29; 17:1,3; Acts 2:23,36; 4:27; 10:38; Hebrews 1:9.

Hebrews 1:10-14, the heavens spoken is not where God's throne is, and where the angels always see the face of God, nor is it the physcial heavens, for these are not to pass away. -- Matthew 5:18; 24:35; 2 Peter 3:10.

Nor is the earth spoken of in these verses the planet earth itself, but what is being described is the arrangement of things related that which was brought forth into existence as described in the the six days of creation spoken of in Genesis 1, which arrangement became corrupted through sin. (Romans 5:12-19; 2 Peter 1:4) Jehovah made this "world" of mankind through Jesus (before he became Jesus). -- John 1:10.

As Moses led the children of Israel out of Egypt (Exodus 3:10), it was actually the unipersonal God who, by the hand of Moses and Aaron (Psalm 72:20), led the children of Egypt out of Egypt (Exodus 3:8), so it is evident that the unipersonal God of Hebrews 1:1 made the present heavens and earth, which has become the present evil world (Galatians 1:4), by means of the hand of His Son.

Hebrews 2:7 (Psalm 8:5) describes God's creation of man as being a little lower than the angels, which learn he did through, by means of His Son. God set man over all the works of the earth. -- Genesis 1:26,28; Psalm 8:6-8.

However, do not yet see all things subjected to man because of sin, so all mankind, dying in Adam, now falls short of the original glory. -- Romans 3:23; 5:12-19; 1 Corinthians 15:21,22; Hebrews 2:8.

However, by the eye of faith, we do now see that Jesus (Hebrews 2:9), having been begotten with a body specially prepared by his God (Matthew 1:20; Hebrews 10:5), was made flesh without the condemnation of Adam, having a glory as such as belongs to a sinless human son of God (John 1:14), as Adam once had before Adam sinned (Ecclesiastes 7:29; Luke 3:38), so that Jesus had a sinless body of flesh that could be made an offering to God for every man to restore man back to what Adam lost. -- Ephesians 5:2; 1 Timothy 2:5,6; Hebrews 2:9,17; 9:14; 10:10.
