Moving repositories to github.com/jenkinsci

I believe Charles said this is OK with him, so I'd like to propose that
we move repositories related to this effort to github.com/jenkinsci, and
rename them to reflect that they are ruby.

How about

jenkins-plugin-runtime -> ruby-runtime.rb
jenkins-plugin -> jpi.rb

(or any other names that people see fit)?
