Jenkins giving 403 Forbidden error when trying to access administrative page

Hi Experts , 

I have Jenkins with LTS on EC2 machine behind a Load Balancer , which is throwing 403 while accessing url like 

https://jenkins.example.com/administrativeMonitor/jenkins.diagnostics.URICheckEncodingMonitor/checkURIEncoding?value=%E5%9F%B7%E4%BA%8B

https://jenkins.example.com/securityRealm/createAccountByAdmin

same is working fine i am trying with local IP instead of domain name . 

Please suggest what can be possible reason for this problem ?
