Allow Windows JNLP agent connected with websockets to be installed as a service

Hi,

I recently changed my Jenkins infra to use WebSockets instead of JNLP port for the agent's connection. I was able to successfully set up the agent from a Linux machine. whereas in windows, I'm not able to connect but unable to make it as a service. Any inputs will help.
