ERRORed out Usernames in web using matrix based security

When I login to Jenkins via web browser, all usernames in matrix-based security except 2 are replaced with ERROR. The users with ERROR in place of the name (in global security settings) don't have full access that they are set to either. Has anyone encountered this issue and can help solve?
