Jenkins with Azure - Operations Automation

Hello, 

We have an Azure infrastructure implemented  for a company and we are currently in the phase where we want to automate some procedures.

The DEV team already uses Jenkins, so we are considering leveraging it instead of using another automation tool, to automate configuration management and other similar Operations procedures, such as starting/stopping existing Azure VMs and start applications, applying patches, etc.

Is Jenkins useful for this purpose? 

If so, can anyone provide an example or a link explaining how can I use Jenkins to start an Azure VM for example just to know how to get started?
