   I am sure I have registered the account at this site(https://accounts.jenkins.io).

Your account exists but it apparently wasn't synced to Jira. I'm still working to figure out a solution, but if you can deal with a different user name, you could just register a new account instead of waiting.

I re-use Google mailbox registered an account, now Wiki and Jira can log on.
