Why is the Jenkins team maintaining their own Maven Repository?

Hi everybody, 

I'm the guy behind the open source project VersionEye. Currently we track meta information for more than 1.2 million OS projects from all kind of repository servers. 

I noticed that Jenkins is maintaining his own Maven repository here: https://repo.jenkins-ci.org/public/. I just wonder why? What's wrong with Maven Central? Publishing Artefacts to http://search.maven.org/ is a one liner and it's free! Why are you guys taking all that extra effort to maintain a separate MVN repo?
