Does missing Config.xml file in the domain indicate improper installation of jenkins?

We have Jenkins installed in few of our internal domains, but when we try to create jobs we get errors (attached).

How do we validate if Jenkins has been installed in a correct way?
Also, I do not find the config.xml file in the Jenkins folder, does this indicate improper installation?

Hii
might be faulty installation.
1. take jenkins job backup (if any jobs) : /var/lib/jenkins/jobs

2. purge Jenkins: apt-get purge --auto-remove jenkins
