Jenkins Update Center: brownout #1 starting soon

Reminder that we're going to start the Update Center brownout in a few minutes as per https://www.jenkins.io/blog/2024/09/04/update-center-brownouts/.

No impact are expected but as "no plan survives first contact with production", better for you to be aware.

The first brownout is now finished and Update Center is back to the usual AWS machine.

We're gathering data to elaborate a post-mortem: the issue will be updated accordingly with our findings.
