Change file encoding from ANSI to UTF-8 in Jenkins

Hello Everyone,

I am trying to change the file.encoding from ANSI to UTF-8 in Jenkins. It always shows ANSI_X3.4-1968 in the "system properties".
I've tried setting it from the code level but it's not working for me. I am using Ubuntu 12.04 to host the Jenkins.

Any help would be very much appreciated.

I'm pretty sure it is determined at JVM startup time from the system locale.
