Most open source software projects haven't considered the issue of export control, since they just post the code on their site and they let people download it from wherever. Some examples of pages from projects where this has been given consideration can be found at <https://www.apache.org/licenses/exports/>, <http://hecker.org/mozilla/eccn>, and <https://www.wireshark.org/export.html>.

Speaking only for myself (and not giving anything that could be construed as legal advice), I would believe that Jenkins is probably covered under the same kinds of rules as Apache and Mozilla, as shown on these pages.

However, I don't believe that Jenkins makes any particular use of encryption outside of whatever functions might be provided by the OS or libraries that they link with (e.g., SSL libraries for serving web pages via HTTPS), so I'm not sure that they would need any of the encryption-related exceptions, although you could always search the FAQs at <http://www.bis.doc.gov/encryption/encfaqs6_17_02.html>.

You can find more information by Googling for "ECCN Open Source Software".
