After WEBSITE-406 we can recommend GitHub documentation publishing by default

After WEBSITE-406 we can recommend GitHub documentation publishing by default . All Archetypes can be updated to use the https://github.com/jenkinsci/${project.artifactId}-plugin as URL instead of https://wiki.jenkins.io/display/JENKINS/TODO+Plugin
