Support Provide Docker images for IBM PowerPC running Linux JVM's in the Jenkins project, including:

* Agents (ssh, JNLP, WebSockets) with Java 8 Hotspot and Java 11 Hotspot
* Masters with Java 8 Hotspot and Java 11 Hotspot
 * Masters in Docker with Java 8 and Java 11

See INFRA-2519 for the necessary infrastructure (PowerPC and s390x)
