As mentioned here: https://github.com/jenkinsci/configuration-as-code-plugin/issues/672, it is currently impossible to override the `hookUrl` through CasC. This PR fixes the issue: https://github.com/jenkinsci/github-plugin/pull/205

It seems that the initial PR was closed in favour of this PR-221 and that one was merged.
