As a user I want to directly reach the plugin description on the plugin site. Currently this works for "Availble" plugins in plugin manager, but for "Installed" the link goes to the URL from plugin's manifest (Jenkins wiki or GitHub). The behavior of plugin security monitor is the same as the "Installed" tab.
