Currently only administrators have persmissions to stop running jobs/builds. That makes sens if an organization consists of 5 people. In larger environments users with WRITE should be able to control their builds. Administrators should not be bothered by users asking if they could stop builds they triggered by accident, by purpose (any other silly reason goes here).

This feature of the github-oauth plugin needs a complete rewrite. The rewrite is tracked in JENKINS-27844.

Work done to resolve this issue should be tracked in JENKINS-27844 with a better, more generic rewrite of how permissions in GitHub OAuth are handled.
