This is caused by: JENKINS-60390

The last two releases that standardise the when conditions for the branch and the changeset were not backward compatible, even when using the readResolve. See the comments in JENKINS-60217

I asked in the jenkins-dev ML whether we could solve this somehow but the proposal to use CustomDescribableModel doesn't work as the transformToRuntimeAST] method gets executed beforehand. 

 
I've started to analyse JENKINS-60390 but it might be worth to have a plan regarding those likelihood breaking changes. Therefore, I'd like to open a discussion regarding this particular feature.
