My ~/.mavenrc has this line

MAVEN_CONFIG=-ntp

This works locally

At Jenkins likely clears out existing MAVEN_CONFIG set by withMaven. Attempt with

MAVEN_CONFIG=-ntp $MAVEN_CONFIG

does not help
