If there is an error retrieving a plugin or its dependency, users might want the option to either see information about the error and continue, or stopping the current process since the error could be problematic. For example, if the user is just getting information about the plugins that they want to download, it might be beneficial to see that the plugin's url can't be reached but the process can continue. However, when downloading plugins, if a plugin's dependency fails to be downloaded, the download process might need to be stopped.
