The "Learn more" link that is included in the new "Welcome" page for first time users is a redirect that does not direct to a working page.

Steps to duplicate the problem:

  1. Download and run Jenkins 2.231
    $ docker run --rm -p 8080:8080 -i -t jenkins/jenkins:2.231
  2. Install plugins including the ssh build agents plugin
  3. Confirm the welcome page appears
  4. Click the "Learn more" link on the welcome page
