[JIRA] (JENKINS-58599) Introduce an option to control login redirection

Some users reported that ~~JENKINS-58506~~ is problematic for them.

When Jenkins is behind a proxy that is not properly configured, the redirection happens on an invalid URL.

This issue introduces an option in order to control where the redirection should happen :

Jenkins root URL
Jenkins root URL determined from request
