Pulled out from JENKINS-54596:

Change browser locale to German (or I guess French) and the UI showing admin monitors will be broken. Obvious error on /manage.

Workaround: Change browser locale to English, or force English via Locale Plugin.

Probably due to https://github.com/jenkinsci/jenkins/pull/4412
