Tried to do a standard setup on Ubuntu 18.04 and every time it fails almost all plugins. The log file shows this:

Indeed if we go to http://updates.jenkins-ci.org/download/plugins/structs/ the latest version (1.19) redirects to a 404.

We see this pretty frequently when installing plugins while building a Jenkins Docker image, with various plugins. Seems like maybe there is some time between when new plugin versions are updated and the Jenkins plugin CDN is actually hosting them? Not sure! Posted a similar issue here: https://github.com/jenkinsci/aws-credentials-plugin/issues/55
