2.526 as 15 Oct 2025 LTS baseline

It is time to choose the next LTS baseline.  The first release of that LTS baseline is scheduled for 15 Oct 2025.

I recommend Jenkins 2.526, released Tuesday.  No recent issues reported and the "weather reports" on the downloads page show good results for many weeks.

Since 2.527 contained only 1 change that was deemed significant enough for the changelog and 2.528 contains security fixes, I think that we should choose 2.528 as the LTS baseline instead of choosing 2.526.
