https://repo.maven.apache.org:443: Connection timed out (Read failed)

Hi, I am observing these[1] on ci.jenkins.io while building a maven
project in docker container. The build works fine when build on my
workstation or in the same container using same Jenkinsfile on internal
Jenkins so I suspect something is different about ci.jenkins.io. Anybody
experience the same?
