[GSoC] - Permission request for GSoC student travel grants to DevOps World | Jenkins World

Hi all,

I would like to ask Jenkins Governance Meeting for a permission to provide travel grants to Jenkins Google Summer of Code students.

Our current plan is that we send 3 students to different events:
  • Pham Vu Tuan (Remoting over Kafka) - DW | JW US in September
  • Abhishek Gautam (Simple Pull Request Job aka Pipeline as YAML) - DW | JW Europe in October
  • Shenyu Zheng (Code Coverage API Plugin) - Jenkins User Conference China (TBA)
According to my calculations, we have about 4387.34 USD in GSoC budget for this year (see the calculations below).

I kindly ask the Jenkins Governance Meeting to approve the 1400 USD travel grants for Pham Vu Tuan and Abhishek Gautam. Such grant will allow to cover a significant part of the travel expenses. The conference organizer has generously agreed to provide 100% discount for the conference tickets + invited students to the community events (to be announced).

What will Jenkins community get from these grants?
  • Jenkins GSoC students will visit DW | JW and present their projects there
  • Jenkins GSoC students will write blogposts to summarize their trip
  • GSoC students will stay involved into the project after the GSoC coding period finishes in August
The proposed grants will also leave enough money in our coffers in order to sponsor Shenyu's trip and in order to deliver special swag to GSoC participants this year.

I will add it to the today's governance meeting agenda, and I am also writing a JEP draft for GSoC budgeting. Please let me know what you think about such proposal.

GSoC budget calculations:
  • 2016:
    • Jenkins organization got 4700 USD payments from Google
    • In 2016 we spent 2312.66 USD in total:
      • 397 USD - Mentor Summit Trip by Martin d'Anjou
      • 1915.66 USD - Travel Grant for Alexandru Somay to participate in Jenkins World 2016
    • Balance: 2387.34
  • 2017:
    • We did not participate in GSoC, no spendings
    •  Balance: 2387.34
  • 2018:
    • We anticipate to get 4200 USD in September according to GSoC Org Payments
    • 2200 USD are reserved for GSoC Mentor Summit according to the GSoC policy
    • Expected balance for the common budget: 4387.34 USD

Thanks Oleg. Two questions.
1) Is it possible to cover 100% of the travel expenses (as per the proposed JEP) for students instead of "significant part of the travel expenses"?
2) What is the rest of the budget designated (earmarked) for, i.e. what remains after this subtraction: 4387.24 - 1400?

It is 2 * 1400 => 2800 USD. The rest is designated to Shenyu's travel grant, to swag distribution to GSoC participants

In order to do that we would need additional budget on the top of what we have in GSoC. I have reached out to Jenkins Board a while ago to check possibility, I have not got a response so far. We could also ask for sponsorships, I am open to proposals.
  • Full cost of the trip to DW | JW US may be around 2000-2500 USD (vis visa fees)
  • Full cost of the trip to DW | DW Nice will up to 2000 USD
  • JUC China - TBD
  • For swag I would reserve several hundreds USD
So it would be around 6k USD which is a bit beyond what we have even if we use the entire budget (which I would prefer to avoid)
