[ci.jenkins.io] Maven 3.9.8 general availability

Hi dear contributors,

The Jenkins Infra team is pleased to announce that Maven 3.9.8 is now available and the default all agents and build tools of ci.jenkins.io.

Note that Jenkins Core itself is now using Maven 3.9.8 since yesterday weekly release.
