[ci.jenkins.io] Artifactory configuration update - brownout

Hello dear contributors,

a quick reminder that we are currently in a "brownout" state on ci.jenkins.io regarding Artifactory configuration as described in https://status.jenkins.io/issues/2023-09-04-artifactory-central-brownount/.

TL;DR; we removed the "Apache Central" mirrors from repo.jenkins-ci.org for a 3-4 hours today. We expect no disruptions but some weird Maven dependency magic could behave unexpectedly: if you see dependency resolution failure on your builds, please let us know!
