Jenkins JSON API

Hi,
I have below doubts on Jenkins JSON based API,

1) Is it possible to apply filter on Jenkins Jobs API, like fetch success build alone or fetch build take more than 20000ms 
2) is it possible to fetch Builds which are triggered only by particular User.

Can anyone assist on this.

Can you please let me Is it possible to get permission to start a build, stop/cancel a build
and able to create new job from Jenkins API? Kindly assist
