Hi, I would like to adopt the rabbitmq-consumer-plugin.

I have tried to reach the maintainer over github & mail over many weeks.

Yes, please create a PR. 

Typically you should send your request in CC to the previous maintainer as well so we can see that you tried to reach the previous maintainer.
