TAP Plugin: Test History Visualization

Just threw together a page which displays the history of individual TAP tests over multiple builds (grouped by test set, handles matrix builds).   Probably could use a gander from Kinow, or someone familiar with the TAP plugin, as it's more involved than the simple change I made last weekend.

Speaking of which, any progress on having the pull request for Jenkins-22016 merged?
