Operation on LDAP and public ACP (arm64 migration of workloads on publick8s)

Hi dear contributors,

The Jenkins infra team is starting a planned operation on publick8s to migrate to arm64.

Expect LDAP restarts (e.g. no authentication on *.jenkins.io) and outage on ACP (repo.azure.jenkins.io: the ci.jenkins.io jobs should switch to repo.jenkins-ci.org temporarily).
