Hi Jenkins Dev team,

There are some PRs for the environment dashboard plugin which are pending for a very long time now. It seems like it is not being maintained actively by its current owner.

Despite many attempts from multiple people from the community, the owner has not responded to the transfer requests. An issue in github was explicitly created to get the owner's attention, but to no avail.

Can you guys suggest the best way forward in this case to put up the plugin for adoption when the owner is not responding?
