New plugin for update Jobs list by AJAX

Hi Jenkins Devs,

I would like to add a plugin standard Jobs view with background refresh by AJAX without refresh full page (we use that plugin in our Jenkins instance where we have a lot of builds and not very fast net so full refresh looks ugly and take some time)
