OpenTelemetry plugins maintainers

Hi,

Back in December, I decided to step out of most of my plugins because I did not have time to maintain them all. At that moment, I hoped to have time to maintain OpenTelemetry and OpenTelemetry API plugins. Well, after a few months, I struggled to find time for both of these projects. I am focused on other projects, and Jenkins is no longer a part of my daily routine, so making anything with Jenkins is difficult and time-consuming, time I do not have. Thus, I decided to step out from these two plugins too. I asked the other two maintainers, Cyrille and Victor, and they also do not plan to continue maintaining the plugins. From this point, there are no active maintainers for the OpenTelemetry and OpenTelemetry plugin.
