Attempt to revamp the Jenkins Core automation release

Hi Everybody, 

I am relaunching the discussion here about the Jenkins core release automation project.

I made a MVP reachable from the jenkins infrastructure vpn ( vpn.jenkins.io ) but they are still a lot of things to do in order to  consider it stable enough for production.

I resumed in this document what I think still need to be done.

Feel free to ask writing permission on this document if you have suggestions.

I'll create Jira issues once I have more feedbacks on this.
