Adoption request for open-stf

Hi,

This is an adoption request (or a request to become a co-maintainer)
for the open-stf plugin. This plugin has not been released for 6
years, has a known security vulnerability, and has several pull
requests waiting to be reviewed and merged for several years.

I am a co-maintainer for a plugin (android-emulator) that depends on
open-stf, and I would like to refresh it, go through the usual
"Improve a plugin" tutorial, and so on.
