Jenkins Infra: Operation (upgrade) on all the Kubernetes clusters

Hello dear Jenkins contributors,

The Jenkins infrastructure team is operating all the Kubernetes clusters to get them upgraded.

The operation is planned:

- Today (Wednesday 22 of February 2023) for Digital Ocean and Amazon clusters. Expected impacts are:
  > ci.jenkins.io build queue might grow until the upgrades are finished.
  > The builds on ci.jenkins.io might be slowed down due to the caching proxy rolling upgrade. We do not expect breakage (as the service is replicated twice on each cloud) but it is the first operation on this service.

- Tomorrow (Thursday 23 of February 2023) for the Azure clusters (private and publics). Expected impacts are:
  > All the preview for *.jenkins.io websites will be either failing or slowed down during the upgrade
  > Unavailability of the LDAP (ldap.jenkins.io) during the restart + slower response times on the other services (accounts.jenkins.io, plugins.jenkins.io components, bots, private controllers)

The operation is finished and was successfull.

We saw a 2 min outage on ldap.jenkins.io while it was restarting, but no other impacts.
