Distributing / publishing plugins

Hi,

I came across two different links on the documentation to distributing / publishing plugins:

- https://jenkins.io/doc/developer/publishing/

Which of these two are actual and should be followed?

https://jenkins.io/doc/developer/publishing/ is the authoritative location.  When it contains an error, we look for a pull request to its GitHub repository or at least a bug report the WEBSITE project.
